COCAMO Field Co-ordinator Nampula, Mozambique

Position: Field Co-ordinator
Workplace: Nampula City with trips within the province
Duration: 2-year contract with possibility of extension
Probation Period: 6 months
Reporting to: Executive Director of COCAMO in Ottawa, Canada

Introduction:

COCAMO is a coalition of non-governmental and church based development organisations, unions, and others that engages the public on Mozambican and African development and social justice issues and supports local civil society organisations to be autonomous, effective and responsive to the marginalised in northern Mozambique.

We are searching for an individual to work in Nampula, Mozambique as a Field Co-ordinator in support of our Emergent Civil Society Capacity Building Programme. Member agencies and the Canadian International Development Agency (CIDA) fund the programme. This contract position is for two years beginning in April 2003.

The Field Co-ordinator (FC) will lead a staff team of 19 professional and support staff to implement the programme mentioned above. The FC will oversee an accompaniment strategy that features a lot of mentoring, facilitation and capacity building in institutional and organisational development that is custom-designed for the needs of our partner and collaborator organisations in northern Mozambique.

Duties and Related Tasks

  • supervise and manage the Emergent Civil Society Capacity Building Programme
  • carry out planning, monitoring, review and evaluation of the programme
  • report on programming activities on a scheduled basis
  • design and facilitate technical, institutional and organisational development interventions with staff, partner and collaborator organisations
  • oversee the administration of a pilot, organisational development learning programme
    hire, monitor, build capacity and evaluate professional and support staff working for the COCAMO office in Nampula
  • supervise consultants hired periodically
  • authorise disbursements in Mozambique for approved programme and project activities
  • advise partner organisations on funding and contractual requirements
  • provide up to date information on development needs and priorities in Mozambique
  • develop on-going relationships with other collaborator agencies to co-ordinate programming and carry out activities of joint interest
  • assist COCAMO-affiliated visitors while in Mozambique and prepare Mozambican visitors going abroad on COCAMO-related matters
  • develop funding proposals for activities that will realise COCAMO’s 2010 strategy and vision
  • facilitate networking, locally, regionally and nationally and represent COCAMO with the Government of Mozambique

Salary and Conditions

Qualifications

The applicant should have at least 5 years experience in leading an NGO involved with the institutional and organisational capacity-building of African NGOs. (S)he should also have significant experience in managing a team and an in depth knowledge of the region and excellent communication skills. It is recommended that applicants already be able to understand, speak, read and write in Portuguese and either English or French. Language training may be provided for the exceptional applicant. This position is suitable for a flexible, adaptable person in good health and interested in working in a challenging, cross-cultural environment.
